There are far too many issues and they range widely in importance. They should be reduced to those that are most important in the context of a Local Plan.

There should be an issue relating to the safety and free flow of road traffic and pedestrians.

I am not sure about the priorities. Again there are a lot of them and they are not equal. There is not enough about the adverse effects of road traffic in environmental, safety and economic terms.

I broadly agree with the categorisation of the five blocks. However, the indication that large scale new settlements might be considered in the Green Belt is wrong and should be deleted.

I think you have the most relevant principles covered, although I would probably have expressed them differently.

Do you have any comments on our proposed approach to investigate an appropriate level of growth in our rural villages and settlements?

It is right that you should do this, taking fully into account the amount of new infrastructure that might be needed to support the development at any village. Some of the initial comments in the consultation document are not accurate. An example is Falfield, which lies on the A38 and has the best access to the M5 of any village in the locality. In prioritising Public Transport, you should not overlook the change to electric and Hydrogen vehicles and that Public Transport will not cope with the dispersed pattern of travel for work and recreation.

No. It surprises me that houses now under construction do not have integrated solar panels. I expected that by now a roofing system incorporating solar panels would have been designed and would be little more costly than traditional roofing. It would also be more effective and aesthetic, as it would cover the whole roof surface whereas added panels are usually just obvious patches on part of the roof.

I applaud the suggestion that different parking requirements should apply in different zones. My involvement in this goes back at least 25 years, when I pointed out to Central Government the fallacy of restricting residential parking in rural areas to the same degree as in urban London. I was unsuccessful in trying to influence the Government’s national standards. The effect of the then policy can be seen in villages with congested on-street parking adjacent to houses. Wotton-Under-Edge (Gloucestershire) demonstrates the problems it caused in market towns. There, some small dwellings were allowed without any parking provision. The result is not only much on-street parking but also residents parking on car parks that would be better used by shoppers and other drivers accessing the facilities of the town.

The minimum on-site parking provision should be more generous than in your suggested figures. This is because parking spaces within garages are often occupied by stored material and cars are on drives and turning areas.

The policy appears to deal with more than NSIPs and related development. Should it be split into a policy about the way S. Glos handles the determination of Planning Applications and another about NSIPs and related development (which could refer back to the first policy)?
