16: Creating Sustainable Rural Villages and Settlements

Are there any other planning issues you think we should consider?

A bit worried about the transport options for residents in Rural Villages and New settlements. There is likely to be little employment in these areas although a lot in the Bristol North fringe, well within commuting distance by vehicle although not by bicycle or foot. The strategy seems far too optimistic that there will be adequate public transport to these places. As many of the jobs in the North Fringe will be in engineering which is unsuitable for home working, these residents will use their cars as much as they do now, even if these cars will not be diesel or petrol powered. If these workers cannot commute by car, South Gloucestershire will be a less attractive place for these employers.

17: Policies

Do you agree with the range and scope of policies we are proposing to include in our new Local Plan?

  • Yes
  • No
  • Don't Know

18: Policies

Do you have any comments on the range and scope of policies we are proposing?

Not sure where to put this but there are errors in the Easter Compton DAP

i) Dinky Deli closed in 2017. Its successor Dinky Local Store is a convenience store not a comparison store

ii) if the approved but not executed housing development is Wyngarth (PT12/2878/F and PT13/0322/F), it has in fact been built

iii) Although the employment opportunities on Cribbs Causeway are within 2 km of Easter Compton they are at the top of a long and very steep hill. Very few people are fit enough to cycle up this hill and fewer still would walk up it in rush hour as it has no pavement. If a shared use pavement were installed, care needs to be taken to avoid collisions between pedestrians and cyclists proceeding downhill at speeds of up to 30 mph.

20: Appendix 2: Draft policies: Climate Change and Mitigation

Do you think there are any other issues we should consider in this policy?

Note that you are aware of the equalities issues raised by these policies. Air pumps are much more expensive to run than Gas Central Heating which will put more people in fuel poverty if this can't be addressed. It will also be difficult to install home charging points in houses that have to park their cars in the road, since I doubt it will be acceptable to have charging cables running across pavements to connect vehicles parked outside a house to the charging point within.

Mostly these are matters for central government, not the council, but I am pleased to see you are poised to seize on any opportunity it gives you to assist in dealing with these options
