South Gloucestershire Local Plan: Policies, Sites and Places (PSP) Plan

The Policies, Sites and Places Plan (PSP Plan) is the final document in completing the South Gloucestershire Local Plan. The Local Plan currently comprises the Joint Waste Core Strategy (adopted 2011) and the Core Strategy (adopted 2013). The PSP plan will update and replace the previous South Gloucestershire Local Plan (adopted 2006) and Minerals & Waste Local Plan (adopted 2002) and will guide future planning decisions in the district.


November 2015 consultation

Further to the council’s update in October 2015 (see, representations are now being invited on the next stage of the Council’s Policies, Sites and Places Plan (PSP Plan).

The council needs to take steps to ensure more homes are built in South Gloucestershire over the next 5 years that meet people’s needs. Currently the shortfall over the next 5 years is around 1,500 dwellings and this consultation sets out the process by which the Council will aim to address it.

The objective is to make housing allocations that will support sustainable development and which can genuinely be built over the next 5 years to meet the growing demand. To achieve this the Council needs to identify sites over and above those allocations in the Core Strategy, including within the rural areas.

The council is also taking this opportunity to make available for comment an update to policy PSP38 (Internal space and accessibility standards for new dwellings) of the PSP Plan.

A consultation document has been prepared which sets out the methodology proposed to consider locations and sites suitable and available for allocation in the PSP Plan. It contains a number questions to aid your reply. A Call for Sites response form is also available to be completed in the case where a site is being promoted for allocation in the Plan.

The council would like to know what you think about the 'Consultation documents' for the period from 20 November 2015 until close of business on 8 January 2016.

The Council's preference is that representations be made online, using the Council’s internet based consultation system.

All representations must be received by no later than close of business on 8 January 2016.

The information collected as part of this consultation will be used by the Council in accordance with the data protection principles in the Data Protection Act 1998. The purposes for collecting this data are: to assist in plan making; and to contact you, if necessary, regarding the planning consultation process. Some of the data may be made public as it will form part of the evidence base used to inform the creation of planning policy documents. The above purposes may require public disclosure of any data received on the response form, in accordance with the Freedom of Information Act 2000.

Drop-in event

A public drop-in event will also be held on Monday 14 December 2015 in Committee Room 2 at Kingswood Civic Centre from 4pm – 8pm. Officers from the Strategic Planning Policy Team will be on hand to answer any questions on the consultation paper, supporting documentation or any other questions you may have on the PSP Plan.

Next steps

In line with the revised timetable, the Council will consider all responses and suggested allocations to the Regulation 18 consultation paper and bring forward a revised Proposed Submission Policies, Sites and Places Plan for formal public consultation (in line with Regulations 19, 20 and 35 of the Town and Country Planning (Local Planning) (England) Regulations 2012) in the summer 2016.

All representations made during the summer 2015 consultation on the Proposed Submission version of the PSP Plan (dated March 2015) available at All of the comments received will still be taken into consideration and put to the Inspector as part of the examination next year. The Council will write to all respondents asking for confirmation that they still wish their comments to be considered by the Inspector, therefore avoiding the need to re-submit the representations again.

Marking a consultation as relevant to a particular audience indicates that it may be of special relevance to people within that group. It doesn't, however, mean that other groups wont find the consultation of interest - we welcome responses from everybody.
For example, education issues may be of particular interest to Parents & Guardians, and so will be shown to people searching the system for parenting issues, but the views of others (eg: Business, Faith Groups) are also relevant.
