15. Approach to selecting sites

15.1 To decide which sites might be selected for additional housing allocations in the Plan, the council is proposing a 4 step methodology to assess a potential site's location, sustainability, suitability and deliverability:

Step 1. Assessment of the proposed site against sequential approach to sustainable locational strategy - Including an assessment of sustainable access to key services and facilities in rural areas (Set out in Sections 16 to 18)

Step 2. Assessment of the impact on the character of the existing settlement (Set out in Section 19)

Step 3. Assessment of the suitability of the proposed site having regard to environmental and policy constraints (Set out in Section 20); and

Step 4. Assessment of the availability and achievability of the proposed site and its potential to make a contribution to boosting housing supply in the next five years (Set out in Section 21)

15.2 The results of all four of these assessments will be need to be considered together to inform the final conclusion about which sites are suitable, available and achievable and therefore proposed for allocation. Steps 2-4 will be repeated through the sequentially preferable locations in turn, until the shortfall is addressed or suitable sites are exhausted. Whilst a linear step by step process has been set out in order to simply explain the process, in reality the steps will be run concurrently and in the most logical way as relevant to the location and site being considered.
