YATE - Station Road/Badminton Road Cycle Lanes - Experimental Traffic Order - VARIATION ORDER

Following 6 months of consultation of the Phase 1 Station Road Cycle Lane scheme which closed on 1 March 2021, feedback has been received to change the times of the day when loading can take place in Station Road between properties Nos. 36 - 48 Station Road.  Delegated officers are satisfied that following supporting evidence, a Variation Order is processed to reduce the morning loading restriction from 8am - 10am to 8am - 9am.  It is considered appropriate that this proposal should be introduced using the approved procedure for Experimental Traffic Orders to facilitate a variation of the scheme in the light of the experience of its operation.

Comments must be sent to us in writing after the measures are in place, and should preferably be submitted using the online questionnaire.

Please include reasons for any comments you make against any decision to make an order for the indefinite continuation of this scheme. Comments in support of the scheme and your reasons for making them are also invited.

Please also note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.

The council will in due course consider all submissions and other information collected during the trial before making a decision whether to make the changes permanent. This will happen within 18 months of commencement.

A feedback statement will be published here in due course describing the next steps and summarising all the responses.

At the end of the six month objection period copies of all objections and comments received in respect of this matter will be forwarded to the Director of Environment and Community Services for investigation and for consideration as to whether or not the traffic measures and legal order should be continued indefinitely, or be abandoned. This will be decided  within 18 months of commencement.

An initial Equality Impact Assessment has been prepared that considers the overall impact of the council’s Place Response on protected characteristic groups (a copy can be provided on request). As a result of that assessment an Accessibility Features Checklist has been developed to be used by all future schemes and the completed checklist for the Station Road / Badminton Road, Yate scheme is available here

On 16th February 2022 the Director of Environment and Community Services acting under Delegated Authority considered the objections and comments received in response to the advertisement of the traffic order.  After carefully considering these objections, together with the comments, the following decision was taken:

Officers see value in progressing the proposed changes.

It is therefore recommended:

  • That the Head of Legal Governance and Democratic Services be authorised to seal the traffic regulation orders
  • That the 2 experimental traffic orders on Station Road / Badminton Road, Yate be made permanent
  • That the objectors are informed accordingly

The order was made on 16th February 2022 and will become operative on 3rd March 2022.  Accordingly, a public notice will appear in the local newspaper shortly after the order is made.
