East of Harry Stoke New Neighbourhood Supplementary Planning Document (SPD)

 

Adoption

On 4th May 2016 the Planning Transport and Strategic Environment Committee withdrew the endorsed East of Harry Stoke Development Framework SPD (Jan 2013) and adopted the East of Harry Stoke Development Framework SPD (Jan 2016) for development management purposes. The SPD and adoption statement are available to view below.

Policy CS27 of the Core Strategy allocates land at East of Harry Stoke for a strategic housing development of up to 2,000 houses, with associated infrastructure and establishes the main criteria for the development. The policy also sets out that an area wide SPD is to be the policy delivery mechanism to ensure development is comprehensively planned and delivered. Development proposals are required to demonstrate that they are in accordance with the SPD.

The Council is undertaking further public consultation on a revised draft supplementary planning document between Friday 11 December 2015 and Friday 22 January 2016.

Supplementary Planning Document - Pre-adoption draft - June 2014

 

Public consultation in accordance with Regulations 12 & 13 of the Town and Country Planning (Local Planning) (England) Regulations 2012 and Regulation 13 of the Environmental Assessment of Plans & Programmes Regulations 2004

 

The Council’s Core Strategy, was subject to independent examination in 2012 and adopted in December 2013. It identifies land at East of Harry Stoke for mixed-use development and to help deliver its strategic housing and employment needs up to 2027.

The East of Harry Stoke New Neighbourhood Supplementary Planning Document (SPD) shows in more detail how the Council considers the Core Strategy allocation for 2,000 dwellings, open spaces and supporting infrastructure should be developed.

The Council consulted on preliminary drafts of the SPD in the November 2012-Jan 2013. The Council is now consulting on a revised draft with a view to its adoption and your comments are invited.

Consultation will be between Monday 16th June and Monday 28th July 2014.

PLEASE NOTE THAT THE COUNCIL HAS EXTENDED THE CONSULTATION PERIOD TO FRIDAY THE 14TH AUGUST.

The Council has received a number of requests to extend the consultation period because of the holiday period. Comments received will be considered by the Council in deciding whether to adopt the SPD, with or without further amendment. Given the extension to the consultation period, that decision is now expected to be taken in November 2014.


Once adopted, the Supplementary Planning Document will set out the principles and objectives for the area that the Council will use in determining any planning applications for the New Neighbourhood, and will identify the infrastructure required to support the needs of the new communities living there.

Exhibitions

An exhibition summarising the main points in the draft SPD will be held on June 17th and 18th 2014 at The Old School Rooms, The Green, Stoke Gifford, Bristol BS34 8PD. Council Officers will be available at the exhibitions between the hours of 12-3pm and 5-7pm on both days.
