Filton, proposals to convert streetlights to part night operation
During 2013 the council will be extending its ‘part-night’ lighting scheme throughoutSouth Gloucestershire, continuing an ongoing programme that has already seen approximately one-fifth of our street lights successfully converted to part-night operation.
Part-night operation involves switching selected street lights off, where it is safe to do so, between midnight and 5:00am GMT in order to reduce carbon emissions and conserve energy. Evidence fromSouth Gloucestershireand elsewhere shows that, where this careful approach is taken to part-night lighting, it has no notable adverse impact on crime levels or road safety. However we will continue to work closely with our partners in the police and other agencies to monitor progress.
Conversion works will be carried out on an area-by-area basis, with works scheduled to coincide with routine annual lighting maintenance activities in order to reduce costs.
During July 2013 streetlights in Filton are programmed to be converted to operate on a part night basis.
We follow an assessment criteria when identifying which streetlights within each area should be turned off. Residents are invited to comment on our plans for this area and to tell us if any specific lights that have been identified to be turned off conflict with our assessment criteria. We are not inviting comments on the council's part-night lighting policy overall.
All street lights will be switched to part-night operation except where we consider they help mitigate crime and anti-social behaviour, or improve road safety and reduce accidents, in which case they will remain lit throughout the night.
We will also exclude from the scheme:
- Lights that are important for the operation of council or police CCTV surveillance cameras
- Lights that are close to 24-hour emergency services such as hospitals
- Lights next to pedestrian crossings and controlled junctions
- Lights next to sheltered housing premises
