RODWAY WARD – Various Roads, Emersons Green, Soundwell, Mangotsfield and Staple Hill area – Proposed Order to amend Waiting Restrictions – STATUTORY NOTICE

South Gloucestershire Council proposes to make an order –

  1. prohibiting vehicles waiting at any time in parts of Baglyn Avenue, Barley Close, Blackhorse Road, Bridge Road, Broad Street, Burley Crest, Burley Grove, Champion Road, Chestnut Court, Chiphouse Road, Crispin Way, Deers Wood, East View, Eastleigh Road, Elmleigh Ave, Elmleigh Close, Elmleigh Road, Fairlyn Drive, Gerrish Avenue, Graham Road, Greenside, Haythorn Court , Highview Road, Hill House Road, Hot Water Lane, Jubilee Crescent, Jubilee Road , Long Road, Louise Avenue, Mangotsfield Road, Middle Road, North View, Northcote Road, Oaklands Close, Old Quarry Gardens, Peartree Lane, Penny Lane, Pound Road, Prospect Crescent, Randall Close, Richmond Road, Rodway View, Royal Road, Springfield Avenue, St James Place, St James Street, Stambridge Road, Station Road, Stockwell Close, Stockwell Drive, Streamside, The Hawthornes, The Reddings, Valley Road, Westerleigh Close, Westerleigh Road, Willis Road, Woodhall Close, and Yew Tree Drive;
  2. prohibiting vehicles loading or unloading goods -
    1. between the hours of 8 am and 9.30 am and 3pm to 4.30 pm, Monday to Friday (inclusive), and
    2. between the hours of 8 am and 6 pm, Monday to Saturday - in lengths of Bridge Road;
  3.  restricting vehicles waiting between the hours of 8 am and 6 pm, Monday to Friday (inclusive), 1 hour, No return within 2 hours in a length of Station Road;
  4. restricting vehicles waiting between the hours of 7 am and 8 pm, Monday to Friday (inclusive), 30 minutes, No return within 1 hour in a length of St James Street;
  5. restricting vehicles waiting between the hours of 9 am and 5 pm, Monday to Friday (inclusive), 30 minutes, No return within 1 hour in lengths of Cossham Street; and
  6. restricting vehicles waiting between the hours of 9 am and 5 pm, Monday to Friday (inclusive), 1 hour, No return within 2 hours in a length of St James Place;

Full details of the proposal, together with a plan, a statement of the Council's reasons for making the order, a copy of the draft order, and any orders to be varied or revoked have been deposited at Downend Public Library where they may be inspected, free of charge, during normal library opening hours.


The statutory period for representation has closed.  

The Director of Environment, Planning and Community Services, acting under delegated authority, considered the objections and comments received in response to the advertisement of the above proposed traffic order. After carefully considering these objections together with the comments, Decision ECS22/2018 decision was taken on 22 May 2018:

“1.    Both the local member and officers see value in progressing the proposed waiting restrictions. It is therefore recommended that the proposed waiting restrictions should be implemented as advertised with the following exceptions (please see appendix C for more information) -

A.    The proposed limited waiting bay on St James Place be removed

B.    6.5m of the no waiting at any time restriction on Prospect Crescent be removed

2.    That the Head of Legal Governance and Democratic Services be authorised to seal the Traffic Regulation Orders.

3.    That the objectors are informed accordingly.“
